WHEREAS, A Substantial Amendment to the City of Asbury Park’s Community Development Annual Action Plan for Fiscal Year 2019 is required in the response to the CARES Act CDBG allocation; and

 

WHEREAS, the City of Asbury Park’s Department of Community Development is proposing to amend its Fiscal Year 2019-One Year Action Plan component of the 2015-2019 Consolidated Plan. Asbury Park expects to submit the Substantial Amendment to HUD on or before June 30, 2020; and

 

WHEREAS, the Annual Action Plan identifies the needs of homeless, low-income and special needs populations and describes activities the City intends to undertake to address the priorities and specific objectives for housing and community development; and

 

WHEREAS, HUD requires the City to submit an Annual Action Plan each year, identifying the activities it intends to undertake with Community Development Block Grant (CDBG). The City is following the Citizen Participation Process outlined in the Office of Community Development’s Citizen Participation Plan; and

 

WHEREAS, the City will receive $243,463 in CARES Act funding in response to the COVID-19 Pandemic. These funds are for COVID-19 related activities, and as per waver guidance issued by the HUD, a five-day public comment period is required for all substantial amendments to the FY-2019 Annual Action Plan.

 

WHEREAS, the City must hold a public comment period to obtain citizen input on any proposed changes in projects or funding allocations contained in the Action Plan, whenever the proposed changes meet the definition of a Substantial Amendment as outlined in the Citizen Participation Plan; and

 

WHEREAS, the five-day public comment period began on June 8, 2020 and ended on June 13, 2020. The City did not receive any comments from the public on this Amendment during this time period; and

 

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and City Council of the City of Asbury Park (the “City”) in the County of Monmouth, State of New Jersey authorize the substantial amendment to the Fiscal Year 2019 Annual Action Plan.
